A dealer may not effect municipal security transactions in a customer’s account unless it first discloses the nature of the control relationship to the customer.

The dealer should disclose the control relationship in writing. However, if the dealer makes the disclosure verbally, it must provide a written disclosure at or before the completion of the transaction.
